The City of Elgin is currently accepting proposals for and architect and engineer to design the Wing Park Golf Clubhouse Addition. Firms seeking consideration shall submit their proposal to the City of Elgin Purchasing Department, 150 Dexter Court no later than 11:00 am on November 5, 2021..

The City intends to procure a qualified Architect to provide design, preliminary cost estimating, permitting approvals, and construction administration services for the Wing Park Clubhouse Addition Project. The Statement of Qualifications (SOQ) must be submitted as outlined in Section 4 at the date and time described therein.  M/W-BE firms are encouraged to respond to this RFP.

A Pre-Submittal conference will not be held for this project.  Questions and inquiries pertaining to the selection process should be directed by email to Daina DeNye at with the subject “RFP- Architect and Engineering Design for Wing Park Clubhouse Addition” by the date indicated in Section 5.

The Project description is to design and develop construction documentation for an addition to the Wing Park Clubhouse located at 1000 Wing Street in Elgin Illinois.  The current clubhouse is approximately 700 square feet.  The primary focus of this work is to design architectural plans and perform necessary engineering of the clubhouse addition. The addition will be to attach a basement / lower level golf car storage for 24 electric golf cars with possible growth in the golf car fleet to 32 cars in the future. An exterior facility cart cleaning area and asphalt access to the golf course and clubhouse will need to be developed in a landscape plan. Above the car storage, add two (2) program meeting rooms for 24 people each and additional elevated patio viewing space will need to be defined. Program review will need to be completed to identify square foot needs for ADA compliant access, Golf Shop space requirements, washroom update, HVAC, Water, Sewer, Electric, low voltage, and general utility upgrades as needed. An updated exterior plan will need to be developed. The exterior plan will require elevation review(s) up to 3 designs to improve clubhouse presentation and tie in the old clubhouse with new portions of the building. A concession and possible food truck/catering program will need to be vetted and reflected in the plan. Planning will include the concept of up to three hitting bays for teaching and provide customers with a practice area.

A secondary Project focus to the project will be bid as an alternate.  This will be to evaluate a concept parking plan for golf operations and possible relocation of the park entrance and improve parking near the southern egress in and out of Wing Park.
