Currently Elgin residents and small businesses receive their electricity through Commonwealth Edison Company (ComEd) at a fixed rate. The Illinois Power Agency Act (20 ILCS 3855) allows cities and villages to request bids to acquire electric power on behalf of residents and small commercial retail users. The process is called Municipal Electric Aggregation.
In order to offer residents the option of obtaining electric power through competitive bidding from suppliers, the City Council will submit a public question to the voters at the March 20th General Primary Election. The referendum question reads: “Shall the City of Elgin have authority to arrange for the supply of electricity for its residential and small commercial retail customers who have not opted out of such program?” If approved, the City of Elgin will seek competing electric rates and purchase electricity in the open market to attract savings.
Residents will continue to receive their electricity through the ComEd delivery system and will continue to receive customer service, such as billing and outage response through ComEd. Any resident or business owner who wishes to remain with ComEd or who has already arranged for an independent electric supplier may “opt out” of the City’s program.
