[ARCHIVED] Elgin Police to Host Retirement and Promotion Ceremony

The Elgin Police Department will hold a retirement and promotion ceremony on Friday, April 15, 2016, 3:00 p.m., at the Centre of Elgin's Heritage Ballroom, 100 Symphony Way.

The community is invited to join us in thanking Commander Dan O'Shea for his many years of dedicated service to Elgin as he retires to take a position as the Chief of Police of Rockford, IL. Additionally, three promotions will occur.

Retiring Commander Dan O'Shea will be recognized for his 17 years on the force. O'Shea was hired in January of 1999, after serving nine years with the Addison Police Department. He was assigned to the Patrol Division and the Major Investigations Division, where he served as a Senior Patrol Officer. O'Shea was promoted to Sergeant in July of 2007, where he served in the Patrol Division and Gang Crimes Unit. O'Shea was promoted to Lieutenant in March of 2012, where he served in the Patrol Division and Traffic Division and he was promoted to Commander in June of 2013 where he has served over the Administrative Division and Patrol Division. O'Shea has received two Distinguished Service Commendations, three Unit Citations, Officer of the Quarter recognition, and 41 letters of appreciation. He holds a Bachelors of Arts from DePaul University in Management.

As Commander O'Shea retires, Lieutenant Al Young will be promoted to the rank of Commander. Young was hired in June of 1991 and during his career has served in the Patrol Division, Drug Unit, Major Investigations Division, Juvenile Division, as a School Resource Officer and ROPE Officer, and a member of the SWAT Team and Honor Guard. Young was promoted to Sergeant in February of 2007, where he served in the Patrol Division, Unit for Special Assignment, and in the Traffic Division. Young was promoted to Lieutenant in June of 2013 where he served in the Patrol Division and most recently in the Special Investigations Division. Young has received two Department Commendations, two Distinguished Service Commendations, four Unit Citations, and 46 letters of appreciation. He holds a Bachelors of Science from Columbia College in Criminal Justice.

With Young's promotion, Sergeant Jim Bisceglie will be promoted to the rank of Lieutenant. Bisceglie was hired in August of 2001 and during his career served in the Patrol Division and Drug Unit. Bisceglie was promoted to Sergeant in August of 2012 where he served in the Patrol Division, and most recently in the Technical Investigations Unit. Bisceglie has received two Department Commendations, six Distinguished Service Commendations, two Unit Citations, Officer of the Quarter recognition, and 42 letters of appreciation. He holds a Bachelors of Science from University of Miami at Ohio in Public Administration and a Masters Degree from Northern Illinois University in Public Administration.

With Bisceglie's promotion, Officer Travis Hooker will be promoted to the rank of Sergeant. Hooker was hired in January of 1997 and during his career served in the Patrol Division, as a K-9 Officer, and a member of the Honor Guard. Hooker has received a Life Saving Award, Chief's Appreciation Award, two Department Commendations, five Distinguished Service Commendations, three Unit Citations, Officer of the Quarter recognition, and 85 letters of appreciation. He holds a Bachelors of Science from Judson College in Political Science.

This event is open to the public and all are invited to attend as we wish all of our officers the best as they enter into new phases of their respective careers. At the conclusion of the ceremony, refreshments will be served.
