Mayor & Council

The Elgin City Council is a nonpartisan elected body comprised of one mayor and eight city council members who are elected to four-year terms to serve at-large. The at-large structure means that the Mayor and each City Council Member serve the entire community, which is different than some cities that elect council members by ward or district. The part-time Mayor and City Council appoint a City Manager, its one full-time employee, to run the day-to-day operations. Read more about the Council-Manager form of government.

Mayor Kaptain

David Kaptain, Mayor

Elected for the first time to the City Council in 2005, Mayor Kaptain served on the Planning Commission from 1999-2005 and as chairman of the Elgin Community Network since 2000. He was elected Mayor in 2011.  He is a retired chief chemist and director of process control for the Fox River Water Reclamation District and holds a Bachelor of Science degree from Bradley University.

Councilman Corey Dixon

Councilman Dixon was born and raised in Elgin. His family moved to Schaumburg, Illinois where he attended elementary school and a year of junior high. Later, his family moved back to Elgin where he completed the rest of his schooling. Councilman Dixon graduated from Abbott Middle School and attended Larkin High School, but would later graduate from Elgin High School. He earned a Bachelor's Degree in Business Management from Grambling State University and a Master's Degree in Public Administration with a concentration in government from Keller Graduate School of Management. He is a former Commissioner with the City of Elgin’s Image Advisory Commission and Planning & Zoning Commission. Councilman Dixon currently serves as a Liquor Commissioner with the City of Elgin; Board Chairman of Greater Elgin Family Care Center; Classroom Facilitator with School District U-46’s Parent Leadership Institute and he is the Founder of Elgin's Annual Back to School BBQ Bash event. He's an active Member of Alpha Phi Alpha Fraternity, Inc., the Mu Alpha Lambda Chapter. In addition, Councilman Dixon is an experienced keynote speaker and master of ceremony. Councilman Dixon currently works for the Kane County Sheriff’s Office where he serves in the role of Senior Assistant Director of Administration. Councilman Dixon is married to Janelle Dixon, Esq. and they are the parents of three girls: Jada, Corinne and Kali. He and his family are members of Second Baptist Church of Elgin, where Councilman Dixon serves as a Deacon.

Council Member Terry Gavin

Terry Gavin and his wife Rose have lived in Elgin since 1991. Gavin was first elected as City Councilman from 1995 to 1999. While serving in his first term, Gavin chaired the State Street Task Force and a Blue Ribbon Task Force on Education and co-chaired the Elgin Gang and Drug Task Force and the Channing YMCA Task Force. He has been a member of several civic organizations over the years, including the Elgin Association of Investment & Financial Advisors and was awarded the title of Fellow of the Life Underwriter Training Council. More recently, Gavin served on the Hanover Township Mental Health Board for 13 months and is also volunteering as a Medicare adviser at the Hanover Township Senior Center. He has been a member of the Elgin Rifle Club and the Elgin Masonic Lodge #117 for almost 20 years. Gavin has been a self-employed independent insurance broker for 24 years specializing in Health, Life Insurance and Annuity contracts. Over the years in the industry, Gavin has won many sales and management competitions. Gavin’s philosophy in business as well as life is to live by the Golden Rule and he is honored to once again serve the citizens of Elgin on the City Council.


Baldemar Lopez, Council Member

Baldemar Lopez was born and raised in Elgin and attended U-46 schools. He graduated from Elgin Community College with an Associate’s Degree where he served as a Student Trustee. He received his Bachelor of Arts degree from the University of Illinois (Chicago), a law degree from the University of Denver Law School and a Certificate of Entrepreneurship from City Colleges of Chicago. Baldemar practices immigration and employment law and is a partner in the firm of Lopez & Sanchez. He has a decade of government experience stretching from his early career at the Mexican American Legal Defense and Educational Fund (MALDEF) to his tenure in Governor Pat Quinn’s office on the legislative affairs team as Assistant Chief of Staff and Legislative Counsel. He is a Member of the Vista Health Clinic Advisory Board and Farmworker Landscaper Advocacy Project Board. Baldemar is married and has two daughters and a Chihuahua named Coco.

Council Member Rosamaria Martinez

Rosamaria “Rose” Martinez is an Elgin native, graduate of Elgin High School and east-side resident. Councilwoman Martinez is a former U.S. Army sergeant and School District U-46 employee as well as a retired postal worker. She is a past commander for American Legion Post 57 and served on both the Honor and Color Guard. She is also a member of VFW Post 1307 and former assistant athletic director at St. Joseph Catholic School in Elgin.

Council Member Tish S. Powell

A Michigan native who has called Elgin home since 1999, Tish Powell has over 16 years of management level experience in local government, including 7 years with the City of Kalamazoo, Michigan and over 9 years with the City of Elgin. Her educational background includes a Bachelor's Degree in Government from the University of Notre Dame and a Master's Degree in Public Administration from Northern Illinois University. Some of her previous and current civic involvement activities include College Green Homeowners Association-Board President; City of Elgin Sustainable City Master Plan Committee-Recycling and Waste Management Workgroup Chairperson; U-46 School District Citizens Advisory Council-Representative; City of Elgin Dr. Martin Luther King, Jr. Holiday Committee; Progressive Baptist Church–Member; and Elgin Proud and Beautiful - Board Member.

Council Member Carol Rauschenberger

Carol Rauschenberger was born and raised in Elgin. She has a Bachelor of Science Degree in Occupational Therapy from the University of Illinois and a Master’s Degree in Business from the American Graduate School of International Management in Glendale, Arizona. Carol has worked in International Sales and Marketing for a variety of firms including AT&T and currently is employed by School District U-46 as an Occupational Therapist. She has lived in New York, Europe, Asia and Michigan, where she was elected as a Chelsea Village Trustee. Carol moved back to Elgin in 2006 and is married to Reid Travis and has three children.

Council Member Toby Shaw

Toby Shaw grew up on a family farm in Baraboo, Wisconsin. He came to Elgin in 1996 where he attended Judson College. In the spring of 1999 he graduated with a Bachelor’s degree in Computer Science and later that summer married his college sweetheart, Andrea. They now have four children, Ethan, Scarlett, Koa and Clark. Toby and his family are active members at the Vineyard Church of Elgin. Shaw studied city finances while serving on Elgin’s Budget Taskforce in 2011. Toby is employed at U.S. Cellular® managing database professionals within their IS Department.


F. John Steffen, Council Member

John Steffen was born and raised in Elgin and has lived here all his life. He has served on a variety of community organizations including the Elgin Noon Kiwanis Club, United Way, Downtown Neighborhood Association, Elgin Community Network, and the Elgin Kane and Illinois State Bar Associations. John is a 1982 graduate of Larkin High School and received a Bachelor's from the University of Illinois before receiving his Juris Doctorate degree from The John Marshall Law School. He has been an attorney since 1989.
