Community Development Block Grant

Overview 

The City of Elgin has been an entitlement community receiving Community Development Block Grants (CDBG) on a yearly basis from the U.S. Department of Housing and Urban Development (HUD) since 1976. The funding allocation each year is determined by a formula developed by HUD. CDBG funding is to be used to provide decent housing and a suitable living environment by expanding economic opportunities, principally for low and moderate-income citizens. CDBG Funds may also be used for municipal infrastructure improvements in areas with a majority of Low- to Moderate Income residents.

Five-Year Consolidated Plan (2020-2024 Consolidated Plan)

The city develops its own program and funding priorities through the development of the Five Year Consolidated Plan. The consolidated plan outlines funding priorities over a five-year period. Applications made for funding are accepted on a yearly basis, which usually takes place from the end of October to the middle of December. Nonprofit organizations may apply for funding during this time.

Analysis of Impediments to Fair Housing

The City of Elgin, in cooperation with Kane County and the City of Aurora, completed an Analysis of Impediments to Fair Housing in 2012. The document is part of the fair housing planning required of communities that receive certain funds from the U.S. Department of Housing and Urban Development (HUD). This report identifies specific barriers to fair housing and proposes recommendations for addressing these items.
