YEAR 3 - 2024 Lead Water Service Line Replacement Project
In this project, the City of Elgin will utilize Illinois Environmental Protection Agency (IEPA), American Rescue Plan Act (ARPA) funding and local funds to replace the entire water service from the City’s water distribution main to the meter inside the affected property.
The City identified approximately 870 lead water service lines targeted for replacement in this project, which will be done at no cost to the property owner. Temporary Construction Easement Acknowledgement Form
Property owners were sent a letter notifying them to select to opt in or out of the Lead Water Service Line Replacement Program - Year 3 Improvements project.
Property owners who choose to participate in the program must complete the "Temporary Construction Easement Acknowledgement Form." This form may only be completed and signed by the property owner. By signing the form, the property owner acknowledges that they choose to participate in the program, and will provide the rights for the City and/or its contractor to enter onto their property and complete the necessary work for the water service line replacement.
To better inform the affected property owners, the City held one virtual and one in-person public information meeting to discuss the replacement of the lead service lines. The meetings were not mandatory, but residents were encouraged to attend if they had questions regarding the program.
