Bluff City CSS - Phase III Project Information
The City is preparing for underground utility and roadway construction on the above-mentioned street segments to install underground utilities for what is being called Bluff City Boulevard Phase III Combined Sewer Separation Project. The overall project will include new pavement sections, various curb and gutter replacements, various sidewalk removal and replacements, along with water main, storm sewer, and sanitary sewer improvements. Construction is anticipated to begin late spring of 2022 starting with underground utility improvements throughout the project limits. Pavement and parkway improvements are slated for the end of the 2022 construction season. The overall project completion date is set for the end November 2022.
The approximate projects limits are the following:
- Hastings Street (between Illinois Ave. & Cookane Ave.);
- Jay Street (between Illinois Ave. & Cookane Ave.);
- May Street (between West Alley & Cookane Ave.);
- Lavoie Ave. (between Hastings St. & Bent St.);
- Illinois Ave. (Rear Alley between Jay St. & Bent St.); and
- Cookane Ave. (Rear Alley between Hasting St. & Bent St.)
Temporary Construction Easement Acknowledgement Form
If you are a property owner and received a letter notifying you to make a choice of opting in or out of the private side lead water service line replacement associated with the Bluff City Boulevard Phase III Combined Sewer Separation project, please click "Temporary Construction Easement Acknowledgement Form." This form is only intended to be completed and signed by the property owner. If the property owner chooses to participate in the program, then they will provide the rights for the city and/or city’s contractor to enter onto their property and complete the necessary work for the water service line replacement.

Virtual Public Meeting
To better inform the affected property owners, the City held a virtual public information meeting to discuss the upcoming Bluff City Boulevard Phase III Combined Sewer Separation Project with partial Water Main Replacement along with the replacement of lead water service lines; specifically, the private portion of the lead water service line from the City’s shut off valve to the internal water meter. The meeting was not mandatory, but was recommended for anyone who had questions about the project.
If you received a letter but were unable to attend, we strongly encourage you to watch a recording of the meeting to learn details of the project and the critical items each property owner will be required to participate in with respect to the replacement of their partial lead water service line.
