Digging Responsibly is the Only Way to Dig
Property owners or contractors engaging in any activities within the city of Elgin that include digging are required by state law to contact J.U.L.I.E., also known as the Illinois One-Call System, prior to initiating any work. This free service is provided in order to maintain safety and avoid damage to underground utilities such as water, sewer, and electric.
The person or contractor actually doing the digging should contact J.U.L.I.E. at (800) 892-0123 at least 48 hours (two working days) prior to the start of excavation. For this reason, it is important that property owners and contractors plan ahead. The City of Elgin is a member of J.U.L.I.E.; therefore, residents should contact J.U.L.I.E. directly to arrange for the location of city utilities.
