Edward Schock, Mayor Email Ph: (847) 931-5595
Term: 4/2007 – 4/2011
Edward Schock has served on the City Council since 1993, and as mayor since 1999. Mayor Schock is a former U-46 teacher and school administrator who retired in 2003 after 33 years of service. Mayor Schock earned his Bachelor of Arts in Political Science from Bradley University and a Master of Arts from Roosevelt University.

Richard Dunne, Council Member Email
Term: 4/2009 - /2013
Richard Dunne serves as a lieutenant with the Elgin Fire Department where he has also worked for more than 20 years. He has worked on assignment for the Department of Homeland Security and continues to serve in the United States Air Force Reserve. He has earned countless awards including Commendation Medals with the United States Air Force and a Life Saving Award with the Elgin Fire Department. He earned a degree in fire science management from Southern Illinois University.

Robert Gilliam, Council Member Email

Senior Council member Robert Gilliam has served the Elgin community for more than 36 years. He was first elected in 1973. Robert is also a former educator and administrator with School District U-46. He earned his Bachelor of Science from the University of Nevada-Reno and his Master of Science from Northern Illinois University.

David Kaptain, Council Member Email
Term: 4/2007 – 4/2011
Elected for the first time to the City Council in 2005. David served on the Planning Commission from 1999-2005 and as chairman of the Elgin Community Network since 2000. He is a retired chief chemist and director of process control for the Fox River Water Reclamation District and holds a Bachelor of Science degree from Bradley University.

John Prigge, Council Member Email
Term: 4/2009 – 4/2013
John Prigge has been a professional auctioneer for nearly 20 years after spending more than a decade as a customer service representative for AT&T. He owns his own business Prigge Auctions and is a graduate of Second City Training Center and Improv Olympics Chicago. He wrote “Remembering Elgin Trivia Book” in 2006 and was a co-host of a local history radio show entitled “Remembering Elgin.” He is a 1976 graduate of Elgin High School.

F. John Steffen, Council Member Email
Term: 4/2007 – 4/2011
Born and raised in Elgin, F. John Steffen has lived in the City for 43 years. He has served on a variety of community organizations including the Elgin Noon Kiwanis Club, and the Elgin, Kane and Illinois State Bar Associations.
John is a 1982 graduate of Larkin High School and received a BA from the University of Illinois before receiving his Juris Doctorate degree from The John Marshall Law School has been an attorney for 18 years.

Mike Warren, Council Member Email

Mike Warren is an account manager for Rieke Office Interiors. He attended Elgin U-46 schools and attended Elgin Community College. He is the president-elect of Elgin’s Rotary Club, serves on the board of Elgin Well Child Center and is a trustee of Elgin Symphony Orchestra. His involvement also extends to the Sherman Hospital Men’s Alliance, YMCA, Community Crisis Center, The Boys and Girls Club and Easter Seals.
