Richard Dunne serves as a Fire Program Specialist for the Federal Emergency Management Agency (FEMA). Prior to that, he retired from the Elgin Fire Department as a Lieutenant with 25 years’ service. While with the Fire Department he served as the city’s last Fire Marshal. He is a veteran the United States Air Force Reserve with 30 years of service and a veteran of the Persian Gulf War. He has earned numerous awards including Commendation Medals from the United States Air Force and a Life Saving Award from the Elgin Fire Department. He has earned a Bachelor's Degree in Fire Science Management from Southern Illinois University, a Master’s Degree in Business Administration from Argosy University and is a graduate of Northern Illinois University, Civic Leadership Academy.
Carol Rauschenberger was born and raised in Elgin. She has a Bachelor of Science Degree in Occupational Therapy from the University of Illinois and a Master’s Degree in Business from the American Graduate School of International Management in Glendale, Arizona. Carol has worked in International Sales and Marketing for a variety of firms including AT&T and currently is employed by School District U-46 as an Occupational Therapist. She has lived in New York, Europe, Asia and Michigan, where she was elected as a Chelsea Village Trustee. Carol moved back to Elgin in 2006 and is married to Reid Travis and has three children.
Toby Shaw grew up on a family farm in Baraboo Wisconsin. He came to Elgin in 1996 where he attended Judson College. In the spring of 1999 he graduated with a Bachelor’s Degree in Computer Science and later that summer married his college sweetheart, Andrea. They now have four children, Ethan, Scarlett, Koa and Clark. Toby and his family are active members at the Vineyard Church of Elgin. Shaw studied city finances while serving on Elgin’s Budget Taskforce in 2011. Toby is employed at U.S. Cellular® managing database professionals within their IS Department.
