Special Investigations Division

The Special Investigations Division is comprised of the Community Relations / Crime Prevention Unit, Crime-Free Housing Unit, Drug and Gang Crimes Units, Resident Officer of Elgin program, and the Unit for Special Assignments. Together, all units strive to make the city of Elgin a safer community. This includes, but is not limited to:

  • Responding to neighborhood complaints of drug activity
  • Executing search warrants and performing undercover operations
  • Utilizing local resources to address neighborhood concerns to include multifamily housing
  • Providing intervention, prevention, and education to the community about many subjects including drug and gang awareness
  • Helping organize and coordinate neighborhood watches, parties, and National Night Out

Community Relations / Crime Prevention 
This unit oversees an array of community programs, to include the Citizens Police Academy (CPA), Citizens Police Academy Alumni Association (CPAAA), Family Finder Program, Senior Safety Presentations, Senior Citizens Police Academy (SCPA), and provides various safety presentations as they are requested.

Crime-Free Housing Unit
Officers work daily to provide services to landlords, tenants and neighbors of rental properties in an effort to improve the quality of life for all stakeholders.

Landlord Training Program
The Landlord Training Program is mandatory for all residential rental license holders in Elgin. For more information, click here.

Drug and Gang Crimes Units
The Drug and Gang Units often work together, not only to combat the drug trafficking trade but also to focus on the intervention and prevention of gang activity within Elgin.

The Gang Crimes Unit works to suppress criminal gang activity, investigate gang-related crimes, and gather intelligence on known and suspected gang members. This unit provides the department with experts in intelligence gathering, and members have received training specific to gang-related crimes. Gang officers also provide awareness training to schools, corporations, social service agencies, probation officers and civilian groups.

Resident Officer Program of Elgin  
Four officers live and work in designated areas of Elgin in an effort to help the neighborhood residents problem-solve and take ownership of their communityWithin this unit, we also have one neighborhood officer who does not live in the neighborhood but is responsive to a particular area with the same goals as the other four resident officers.

Sex Offender and Violent Offender Registration
The Unit for Special Assignments monitors sex offenders who reside in Elgin to ensure their compliance with the Illinois Sex Offender Registration Act.  All required information is collected and submitted to the Illinois State Police Sex Offender Registration Unit for inclusion in their sex offender database.  To view the state’s sex offender website, visit www.isp.state.il.us/sor/.  To access the Offender Watch information maintained by us, visit www.cityofelgin.org/offenderwatch

Similar to the sex offender program the Unit for Special Assignments (USA) monitors violent offenders who resident in Elgin to ensure their compliance with the Illinois Murderer and Violent Offender Against Youth Registration Act. Unit for Special Assignments (USA)
The Unit for Special Assignments provides special enforcement to address departmental and community needs.  This can include gang enforcement, traffic enforcement, as well as special details within the community. This includes Violent Offender Verification and career offender review.
