Bicycle & Pedestrian Advisory Committee
Master Plan
The City of Elgin adopted a Bikeway Master Plan in 2008. The plan calls for the creation of an advisory committee to assist the city in making Elgin a bicycle and pedestrian friendly community. A description of the Bicycle and Pedestrian Advisory Committee and its responsibilities follows.

Established
There is established a Bicycle and Pedestrian Advisory Committee. The guiding purpose of the Bicycle and Pedestrian Advisory Committee is to promote access and mobility throughout the community by encouraging the coordinated development of bicycle and pedestrian facilities, programs, and activities that will enhance safe access to neighborhood areas, schools, government and cultural institutions, employment and retail activity centers, and parks and recreational areas.

Composition & Terms
A. The Bicycle and Pedestrian Advisory Committee shall be composed of eleven (11) members. Seven (7) members shall be appointed by the City Council. The remaining four (4) members shall compose a Technical Advisory Group consisting of the Community Development Director, City Engineer, Parks and Recreation Director, and Chief of Police, or their designees.

B. The terms of the seven (7) members of the Bicycle and Pedestrian Advisory Committee who are appointed by the City Council shall be for three (3) years; however, of the members first appointed, three (3) members shall be appointed for a term of three (3) years, three (3) members shall be appointed for a term of two (2) years, and one member shall be appointed for a term of one year. Appointments shall expire on July 1 in the anniversary year of appointment of a member.

Chair
The City Council shall appoint one member of the Bicycle and Pedestrian Advisory Committee to serve as chair.

Secretary, Record Keeping
The Parks and Recreation Director or his designee shall act as secretary, and shall keep a record of all proceedings. The committee shall act officially only in a meeting duly called by the chair or at a regular meeting fixed by resolution of the committee adopted by a majority vote.

Responsibilities
The Bicycle and Pedestrian Advisory Committee shall have the following responsibilities as provided in this section and such other duties as the City Council may, from time to time, decide:
  1. Encourage bicycling and walking by promoting efforts in the areas of bicycle and pedestrian education, enforcement, engineering, encouragement, evaluation, and planning.
  2. Study and make recommendations concerning such efforts to enhance and encourage bicycling and walking as healthy and efficient alternative modes of transportation throughout the city and report such information to the City Council.
  3. Coordinate with other agencies and advocacy groups to create a bicycle and pedestrian friendly community and report such activities to the City Council.
