Customer Service Policy Statement
Each City of Elgin employee will provide professional, courteous, and timely responses to the service and information needs of the public and, to the best of their ability, work to remedy citizen concerns. Employees will work with colleagues in a manner premised upon respect, dignity, understanding, and cooperation so each may fulfill their responsibilities effectively.

About the City Manager
Sean R. Stegall has worked in municipal government for 17 years – the last 11 for the City of Elgin where he has earned national recognition for his budgetary expertise. He oversees a staff of nearly 1,000 and works to assist the mayor and City Council in moving Elgin forward. Stegall is a graduate of Western Illinois University and earned his Master of Public Administration from Northern Illinois University. He is also a graduate of Harvard University’s John F. Kennedy School of Government.

About the Assistant City Manager
Richard G. Kozal has been a municipal attorney for nearly 22 years and is a 17-year veteran with the city.  He worked with the city's legal department for 14 years.  He holds a bachelor degree from Lake Forest College, a law degree from Loyola University of Chicago and a master's degree in public administration from Northern Illinois University.  As assistant city manager, he serves as the chief operating officer.
