Members of the Design Review Subcommittee are responsible for reviewing applications for Certificates of Appropriateness (COA) brought before them to ensure that all exterior work proposed meets the requirements of the Elgin Design Guideline Manual.

The subcommittee is comprised of four members of the Elgin Heritage Commission and one representative of each of the city's historic districts. Currently there are eight members.

Officers of the subcommittee consist of a chairman and vice chairman, elected by members. Members of the subcommittee who are members of the Elgin Heritage Commission are elected by the entire Heritage Commission. Members who are Historic District Representatives are appointed by the City Council.

Forms & Applications
COA applications are either approved as submitted, approved with modifications, conditions, or recommendations, or denied. On certain occasions, the subcommittee schedules meetings at the subject property to inspect the condition of materials and features on the property.
