Residential Rehabilitation Grant
Overview
The City of Elgin's Residential Rehabilitation Program provides funds to encourage and assist property owners in maintaining and improving the exterior of their homes and neighborhood.

Criteria
This program is designed for structures and households that meet the following criteria:
  • Owner occupied, lawful single-family dwelling located within the corporate limits of the City and outside of a "Special Management Area" as defined in the Kane County stormwater management ordinance as adopted by the City of Elgin including a floodplain, regulatory floodplain, wetland, wetland mitigation area, or other like area.
  • Owners must be at least 18 years of age
  • Housing income must meet the U.S. Department of Housing and Urban Development (HUD) income guidelines (see table below)

Allocating Funds 
Owners may qualify up to a maximum of $10,000 or $15,000, depending on the household income.  To compensate for any additional lead hazard reduction work required on the structure, the program will provide an additional grant of $10,000 for lead based paint activities for a total project cost not to exceed $25,000. Projects where the total cost of rehabilitation and lead hazard reduction exceeds $25,000 will not be funded. All applicants must meet the Federal HUD income guidelines to qualify.

Additional covered repairs:
  • Accessibility modifications up to $5,000 (First come, first serve basis, until funding expended)
  • Emergency repairs up to $3,000 (i.e., water service repairs, water heater replacement, sanitary sewer laterals, electrical systems upgrade, and furnace replacement) (First come, first serve basis, until funding expended)
