The mission behind the Resident Officer Program of Elgin (ROPE) is the belief that by working and living in a distressed neighborhood, the department will provide police service and be the stimulus that empowers the residents to problem solve, improve their quality of life, and independently take ownership of the neighborhood.

Problem solving
Community policing does not offer a quick fix. Community policing requires a long-term problem solving effort. The whole community needs to work hard to achieve mutually agreed upon goals. Efforts to improve the community will forge a lasting partnership between community members and shatter the underlying causes of crime.
