Human Service Emergency Loan Program
Applications Available on Rolling Basis

The city of Elgin has established an emergency loan program for human service agencies (HSA) serving the Elgin community whose services have been jeopardized due to the state of Illinois’ budget impasse. The zero-interest loan is available on a first-come, first-serve basis.

A total amount of $250,000 is available in the program; there is no request cap, although funds will be awarded based on total applications. A review committee will convene within two weeks of receiving an eligible application. 

Eligibility

Eligible human service agencies must be a 501(c)3 nonprofit organization in Elgin that serves Elgin residents. Agencies must have a contract with the State of Illinois and be able to demonstrate how operations are jeopardized due to a lack of state payments. While all agencies that meet the above requirements will be considered, priority consideration will be given to those agencies that provide services in the following areas: food, shelter, healthcare, mental health and childcare.

Although there is no cap for loan requests, loan recommendations will be made according to eligibility and in consideration of the $250,000 in total funds available. Documentation will be required to verify submitted invoices and subsequent delinquent payments. As a reference point, agencies will also be asked to confirm whether they have contacted the State of Illinois’ Comptroller’s Office for expedited payments due to hardship.
