About the Strategic Plan
The city of Elgin’s Strategic Plan 2013-2017 serves as a road map over the next five years to guide our vision to become “The City in the Suburbs.” Inspired by other city planning documents, financial plans, and community conversations, the Strategic Plan outlines priorities and strategies to work towards highlighting our strengths and improving upon our challenges. 

The comprehensive Strategic Plan identifies eight broad community priority areas to guide city operations and policies. Priority areas were defined through a combined effort by city council members, city staff, residents, businesses and organizations over the course of a year. Each priority area includes performance objectives and strategies to help us achieve them. Priority icons help identify city initiatives that align with the Strategic Plan.
