The City of Elgin received $2,159,623 of Neighborhood Stabilization Program (NSP) funds from the U.S. Department of Housing and Urban Development (HUD) authorized under Title III of the Housing and Economic Recovery Act of 2008. These funds were for the purpose of acquiring and redeveloping foreclosed properties that might otherwise become sources of abandonment and blight within the community. The city's obligations were completed and the program agreement requirements were fulfilled in March 2012.

The properties that the city acquired, rehabilitated using NSP funds and sold are:
  • 162 Summit Street
  • 463 E. Chicago Street
  • 457 E. Chicago Street
  • 318 South Street

The city acquired two blighted properties and demolished the buildings on the properties. These are:
  • 209 Franklin Street
  • 212 Franklin Street

No additional properties are currently available for rehabilitation or sale by the City of Elgin.
