City council adopted the Strategic Plan in December 2012. Eight priority areas will be focused on over the next five years:• Public Safety• Neighborhoods• Financial Stewardship• Economic Development• Downtown• Education and Workforce Development• Diverse Workforce• Image and Engagement
Each priority has a purpose statement to capture the “big picture” of the priority area.
The objectives follow a pattern of Create, Continue, Connect.
Dr. Gerald Gabris from Northern Illinois University served as facilitator for the strategic planning process. City council convened at a special retreat in February 2012 to discuss the city’s strengths, challenges, opportunities, and a new vision for the future.
Following the retreat, community focus groups and staff interviews were held to discuss the key priority areas.City Council formally adopted the Strategic Plan on December 14, 2012, along with the 2013-2017 Financial Plan and 2013 Budget.
City council convened at a special retreat in February 2012 to discuss the community’s strengths, challenges, opportunities, and a new vision for the future. Themes from the retreat were discussed in great detail during community focus groups and staff interviews.
In 2013, city departments worked to align their current projects with the Strategic Plan, as well as identified various performance measures. Formal Business Plans will be presented to city council at a special Committee of the Whole on September 25, 2013. These will be adopted with the 2014 budget.
The Strategic Plan Advisory Commission (S-PAC) began meeting in January 2013 to advise city staff and the city council on priorities and policies.
The S-PAC provides recommendations to the city manager and the city council on issues related to the Strategic Plan. Agendas for the monthly S-PAC meetings are available on the city’s website.
Departments will update their performance measures on a quarterly basis. The public is welcome to attend the 2014 special Committee of the Whole meetings.
Quarterly meetings for Business Plan updates will occur during the last month of each quarter. The date and time for each meeting is below.
