The mission of Department of Economic Development & Business Services is to encourage economic development, business retention and expansion by creating a positive attitude toward businesses within the City’s corporate structure.  Based on the City’s Economic Development Guidelines, the Economic Development Department offers support and assistance to both major corporations and small business owners throughout the community through various grants and financial programs.

With the rapid growth and redevelopment currently underway in Elgin, tremendous opportunity exists for new retail in this emerging marketplace, as well as in existing neighborhood shopping nodes.
