The City of Elgin Water Department operates two lime softening plants, the Leo Nelson Riverside and Airlite Water Treatment Plants. Each plant operates around-the-clock, 365 days a year. Process testing is completed every two hours at each plant during operation. The city of Elgin also has a state certified water quality and microbiology lab that does internal testing for the water treatment process, microbiological testing for the city of Elgin’s distribution system, along with testing for external customers. City staff organizes all lab and operational reporting to the local, state and federal agencies.
The current Laboratory Information Management System (LIMS) was developed by Concentric Integration in 2011. The data is stored on a Window 2012 SQL Server, which will most likely be updated later this year. We host our database and use a web browser to access the system and enter data. The City is running Proficy HMI/SCADA iFix 5.8 with the data stored on two servers with backups. The City also uses Factorytalk VantagePoint EMI by Rockwell Software as a historian. The city of Elgin will consider options for local hosting or cloud services in this RFP with emphasis on mobile capabilities.
The intent of this RFP is to select the most qualified vendor to replace the city of Elgin's current LIMS
